One cell of §4a's matrix. allocate / deploy / return_to_stock / send_to_repair / mark_lost / scrap — the asset axis, independent of core/device_registry.py's lifecycle_status transitions above. The IN_REPAIR/IN_STOCK in-service guard and the LOST/SCRAPPED device cascade both run in SQL (migration 0005); this only maps what comes back.
