Regenerate Broadcast Secret

/api/v1/mosque-devices/:device_id/regenerate-broadcast-secret

Rotate the audio-uplink secret (docs/transmitter-audio-uplink-contract.md) for a claimed device — for a unit claimed before this feature existed (its plaintext was never returned) or a lost secret. Superadmin only: unlike a setup code, this credential lets a unit start a live broadcast for its mosque, not just claim itself.
