Promote Announcement

Import an announcement into inventory, or record that it was not.

Never automatic. Deciding whether an unrecognised unit is an import oversight or a counterfeit is a judgement with a purchase order behind it, and automating it would make the manifest advisory — which is precisely what §5e's inventory-first rule exists to prevent.
