Force Claim Device

/api/v1/mosque-devices/:device_id/force-claim

Superadmin override: mark a 'registered' (Awaiting Setup) device claimed without the physical unit calling /claim. Support unblock only — skips setup-code/MAC verification, so use it when hardware is stuck or can't reach the API, not as the normal provisioning path.
